Nigel Farage says they have documented 23,000 Islamic terrorists in England. My question is why have they not been deported. At some point the government becomes an accomplice.

That is absolutely correct, and is the message that should be centrally and loudly expressed in opposition to people like Merkel. These politicians are making a conscious decision to accept casualties and loss of life among their citizens in order to follow their own personal ideologies. It's irresponsible at best, selfishly murderous at worst.
