The allotted time for NFL games on TV is 3 hours and they typically run over by about 30 minutes per game. The game of course is 60 minutes per the game clock. Studies have been done to determine how much of that there is actual action on the field. It turns out it is approximately 11 minutes.

That’s not at all what makes the game unwatchable.

None of that has anything to do with anything.
