Looks like a Ruger 10-22 tricked out with a custom stock to make it look like a bad-ass "assault weapon" and a .22 pistol.

It is a 10-22. The handgun is a Walther PK 380. This probably represents about $300 in revenue for the City of Phoenix depending on what FFLs are willing to pay for them, which is the real reason the cop is smiling.
