What is the natural mechanism described in Romans Chapter 1?

Because of what?
Gave them over to what?

Imagine a natural response to limit reproductive/socio-biological fitness in the context of social stress.

Social stress manufactured when a culture doesn’t RTFM (Read The Field Manual) for healthy living... and worships its technocratic work-product instead of the Creator of the universe - abominating His Natural Law in the process.

Hmmm.

If you're a devout atheist like me, those kinds of attempts at social engineering make partial sense. That is, if humans are no different than any other species, then logic would suggest they can be guided & governed according to long standing principles of animal husbandry.

But this is where the social engineers get it wrong - they miscalculated when intelligence is introduced into the equation. If intelligence is present, then given the fundamental doubling power of knowledge (standard exponential function), science will always outpace culture.

It doesn't matter if they were to achieve power via the social stresses you reference from Romans (as an aside, the Romans did have human organization & control systems already figured out, hence the name of the chapters). The dual path of genetic (re)engineering and light/energy pulse systems (aka 'computers') would still naturally converge, rendering all their efforts useless.

If you see what is occurring, and are engaged at some level, then you begin to understand the futility of the ants racing around the ant farm.
