Not if some sort of electromagnetic energy weapon like a laser was being used. Makes as much sense as the conspiracy theories.
windows may not open but windows do get installed,removed.
I recall seeing a pic just today of windows appearing not to be missing at mandalay bay.

They look like individual floor to celing windows. and no clue when the pic was taken but there are some windows that seem to be ‘missing’ as the gold tint,or lack of,gives that space with no gold tint, away
If one is in the business of window install/removal,etc, these seem to be individual windows, maybe not capable to being ‘opened’, but capable of being removed, if that one pic can be used as evidence.
The windows can’t be opened. Too much of a suicide risk for hotels.
Possible...but seems very sophisticated. On the other hand it appears a great deal of planning went into this operation.
