NO. that looks like a pic of the brother, Erik in front of his home in Orlando FL mixed up with another pic of his brother wearing a winter jacket with his kid on his shoulders at some other much colder location, perhaps a sporting event.
He’s clearly not at the Reno Nevada rally in August 100 degrees, LOL.
