I think an appropriate remedy would be Extra Military Instruction under the guidance of marines chosen by Mattis for the task. Starting at 5 AM each day until the lessons on appropriate military decorum are properly drilled in.
When I was a kid living on the base in Yokosuka, Japan, the Marines would march the brig rats every morning down the street past my bus stop.
I would guess it was around 50 men, marching in a formation in the street while cars went around them, singing out cadence.
We were brats, and would poke fun at them when they went by...but I guess that is just part of it. I am sure they would have snapped my neck, given a chance.
I would not mind seeing this turd sent to wherever the USN sends it prisoners now (Probably not Portsmouth Naval Prison anymore, I think they all go to Fort Leavenworth now...as a kid, I had a cast removed from my foot there...:) run by Marines.
