I’d trade tax cuts + massive wall fully funded for amnesty for DACA only for people that can prove they speak fluent English and have a high school diploma or better (or on track for such)

That means our current state is NOT ENGAGED I.E. pulled out of the agreement. “Reviewing the terms” under which we could be engaged” is something Trump said we would do in his June Paris speech.
