Maybe he was mowing the highway right of way in the town? I have a drink holder on my lawn mower, but usually it has a bottle of water in it.
He was just channeling his inner George Jones.........

I for one appreciate that a busy mayor was taking time to mow and blow the streets clean - without pay and after hours.
I can’t be so ungrateful to withhold a well-deserved beverage!
