So it must have been the OPM

So it's ALL SO COMPLICATED and I'm sure that no one had any criminal intent, just sloppy work. Therefore, no competent prosecutor would press this any further.
However ‘complicated’ it may be, the solution is not so... start at the lowest level of federal official with responsibility under the law (the Contracting Officer in this case), aggressively prosecute for at least criminal negligence and move up from there. Failure to do so only indicates who all is in on the game.

I went back and reread it and it appears the OPM is the guilty party here.
The OPM caused a lot of misery for good people when they were hacked or leaked the names of many with top secret clearances.
