I long dated a South Korean. When I expressed concern about some North Korean proclamation, she looked at me with exasperation and asked why I bothered paying any attention to them at all.
NK is the equivalent of the mentally ill kid up the street spouting Tourette’s and building a gun from scratch: most of the time you just ignore him to keep the relative peace, but when he starts testing the thing and shouting “you’re next” (clearly meaning _you_), you take him down.

North Korea is China and Russia’s attack dog. They can proclaim innocence, while the dog attacks.
An EMP would cause us great destruction and leave us defenseless for a short time, while encouraging bad characters act.
With us down, Arab armies would once again attack Israel. With the help of Russia, they will believe that they can destroy Israel and wipe it off the map.
