I wish the nurse could sue the cops personally instead of the PD where the citizens are the ones paying. Take their pensions and a portion of future earnings. That will hit bad cops where it hurts.
She can sue him personally. That was not simple negligence, but a criminal assault and battery and kidnapping under color of authority.
She needs to press charges and then sue him for everything he is worth.
The City will be sued too and they will pay compensatory damages, but the officer could get hit with punitive damages.
The cop(s) will be fired and the PD will settle out of court with the nurse for a generous amount, if they know what is good for them. Otherwise the nurse’s lawyer will do a number on the PD budget.
Suing them personally probably would serve to cool the jets of any other over zealous cops with bullying tendencies.

Because if the citizens where this happened keep being stupid enough to elect officials that install law enforcement personnel this inept and violently out of control then only the names will change. They will keep hiring the same type of people.
The people in charge have to feel the hurt, and whether you understand it or not the people in charge are the voters.
She can sue the cops individually under federal civil rights statutes. However, qualified retirement plans are immune from bankruptcy, and if the cops upon being sued decide to file in bankruptcy court, then the nurse will get precious little from them.
