A group of thugs shows up without a demonstration permit. They are armed, masked, and have a clear intent to inflict property damage, obstruct the police, and assault and injure citizens who are engaging in a Constitutionally protected right. The actions are coordinated and funded. to the point where people are paid to engage in these unlawful activities. How is this not a criminal conspiracy? How is this not a RICO violation?
