Nothing justifies violence against a group of people, unless they are themselves doing something violent. Nothing in state or federal law allows violence against a group of citizens just because they hold unpopular, stupid, or even repugnant opinions, or are "adherents of an evil ideology."
Senator Rubio didn't think through his outrageous statement enough to realize that he is, in effect, calling for violence against any group that some other Americans believe is "built on anger and hatred towards people different than you." That's an unacceptable statement for a member of the Senate to make.
So, Rubio thinks he can pick and choose who has Free Speech Rights and who doesn’t?
We have come long way from: “I disapprove of what you say, but I will defend to the death your right to say it”.
