Brightness does not equal competence. I have dealt with NASA for years as a supplier. They, as a group and organization, should be banned from making anything that human lives depend on. Oh and they piss away money at a rate that makes the Pentagon jealous.

I’ve worked with many of the NASA centers as well, and some are as you claim. However, others, such as MFSC, are more than competent enough to get the job done, when they are not hamstrung by bureaucracy.

As for spending money, if NASA had a budget like the Pentagon had for the last two decades, we might be on Mars by now.
