Target their command & control in the first hit. Figure that oughta degrade their TELs, I doubt that they are able to fire completely independently, doesn’t sound like something Nork control freaks would allow... but I don’t know.
Follow on the heels of the first wave with MOABs for any and all suspected TEL locations, you only need to be close. If the fire doesn’t get them the overpressure will. Missile bodies aren’t real tough.
You want a preemptive strike with no warning. Lull them to sleep if you can. I doubt that TELs always have a motor running.
