when they built a casino in South Florida they did not even have to meet hurricane codes - crazy!
A casino went up in our city a few years ago. They refused to meet various building codes, including plumbing. However, when they demanded city water and sewer, the city informed them they could not and would not supply water and sewer to a noncompliant structure. Casino fought it, but eventually brought their building up to code, at least as regards plumbing. :-)
