So I see the significance not so much that he impaneled the grand jury you have to impanel the grand jury to get subpoena power but where he impaneled it.

It’s a Grand Jury, the subject isn’t entitled to defense as they are not yet charged with anything. Also, GJ’s hear a great many cases, so there is no mechanism for the subject to challenge jury candidates.
No, but everyone around him can! And the chances of selecting a jury in DC that won't convict anyone associated with Trump no matter how bogus the charge is effectively zero.

Common procedure.
The last time I was selected for jury duty (in New Jersey), I noticed that the jury room looked more like the train station platform waiting for the 6:20 AM commuter train into Penn Station than the demographic makeup of the county.
However, in DC, even excluding those who are prohibited or excused from jury duty, any jury is likely to be overwhelmingly liberal and Democrat. In effect, it will be a rubber stamp for whatever Mueller (and the Deep State) want to do.
As above, I hope that Trump and his lawyers are a lot smarter than I am, because none of the options that I can see look very appealing.

While I do know a fine black gentleman who got out of jury duty because he was wearing a Confederate hat, never acknowledge race in the realm of the law if you are white.
Otherwise someone will accuse you of racism.
If the investigation is about Russian meddling in our election, the time frame would be “prior” to the election when Trump was living in New York. Why wouldn’t a GJ, relative to any Trump involvement be impaneled in NY?
And political affiliation/attitudes among the people in that area. Note that the founders knew that the swamp would arise and need to be restricted. For that reason DC has no senator and its congressman can vote on only certain things. DC residents could not vote in a Presidential election until an amendment changed that in 1961. Mueller knows all this and is using it against Trump.

So Mueller should bring in Hillary and Alexandra Chalupa for questions about Russia, Ukraine, and Macedonia.
Yes, he can subpeona pretty much anyone he desires for questioning or testimony in front of the GJ. But remember, a Grand Jury is not the same as a trial Jury. The GJ does not decide guilt, only if enough evidence exists to charge the subject with a felony. It is a very one sided proceeding where the prosecuto tries to convince the jury to indict.
There is no problem in getting indictments by a DC grand jury on anyone Mueller wishes to charge. It won’t matter if the evidence is flimsy or non-existent. The gold is to indict and then get everyone tied up by trials in the same corrupted DC jury pools, which will easily reach guilty verdicts since the trials are political. Appeal route won’t work, since the District Court is left leaning. Mueller has convictions on anyone he desires in the bag.
