There’s really no such thing as ‘transgender’. It’s just mental and physical mutilation and no matter what they do, they’re still the sex they were born as. Nothing can change that.
In the majority of “transgender” cases - (actually it is gender dysphoria and it is not “born with” natural but acquired with an immature obsession that is allowed to persist instead of the person getting the strong but compassionate professional assistance they need) - the transgender person, if the gender dysphoria is accompanied with other mental issues, is more inclined to be a danger to themselves than to others. The case in the article posted here seems to be an exception to the general case with the “transgender” persons.

It’s a different form of mental illness, dressing up in women’s underwear and clothing because he finds it sexually arousing as a male, than being a transsexual who wants to actually be female. This man isn’t transsexual.
