The excuse the police department is giving about their body cams not being on is that the department is "eight months out from fully rolling out body cameras across the force. He added that police department will soon review the body camera program, and that an updated police [???] will also be released."

The inserted question marks are mine since there appears to be a word or two missing from the article. They have to have some rules and regulations in place for the use of these cams. It would be helpful if they'd release the present regulations that are being followed to see if the officer's were in compliance.
