Until EPA regulations caused a switch to overhead valves, many lawn mower engines were flatheads. These have lower compression and are easier to start. This is why you can start antique cars/tractors with a hand crank.

I'm not sure the guy is serious about selling as the $500 asking price is an outrage. Similar lawn mowers are usually given away or sold for a nominal fee.
