Your challenge is not the tape as much as the plastic. Some plastics, like polyethelyne and polypropylene are nearly impossible to bond too. The surface energy too low.
I’ve worked in the adhesives world for about 30 years but not too much with tapes. You may find some success with flame treating the plastic and/or a primer.
Once you find out what the plastic is, contact some tape manufacturers and see what advice they offer.
This won’t be the retail stuff though.

I can’t see Flex Tape working on an active leak. Notice how quickly they pull away the camera shot after they put in onto the leak. Come back in two minutes and see the result.
Water acts as a barrier between the adhesive and the substrate making it very, very difficult to adhere.
I think products like Flex Tape are pretty cool for certain applications. Nascar teams use similar tape to repair torn up body panels at every race. Theirs is called Bear Bond. I used to work for a company that made sound damping tapes. I used it for all kinds of things not related to acoustics. That’s about the only thing I miss about that job.

Like all other tools, you need a “good” plunger and the right one for the job.

Aquabondadhesives... I’ll check this out further since the website didn’t really lay out much as far as specifications. I see that the information talks about pools and I think most pool liners are made of vinyl. The stuff I want to fasten together and seal underwater is 10 mil polyethylene film. Thanks and I’ll check it out.
The plastic is basically 10 mil polyethylene..... essentially the same as vapor barrier material you find in any Home Depot.
Thanks for all the suggestions.... I think it good to be skeptical of reviews but the Amazon ones certainly weren’t all that complimentary re Flex Seal. I certainly think that what I’ll do after this week is go to a industrial specialty shop to see what they have to offer.
Exactly what I was thinking - in this country 99% or so of residential units are gravity (maybe 90%)...won’t work here - just makes a mess of the tank. Surprising that so few FReepers caught on.
Try butyl tape. Stores that sell metal roofing might have it. You might see it listed as vacuum bagging tape.
People who fabricate large fiberglass structures like boat hulls use lots of butyl tape and PE sheets to cover the rough hull when it’s still wet with resin. They then pull a vacuum and smooth it out.
You may also find it at CRlaurence.com. Some people still use butyl tape to install windshields on older vehicles.
A butyl caulk may work as well. There are two kinds, skinning and non-skinning. DAP Butyl-Flex is available at some local hardware stores. In the spirit of full disclosure, buying that would also go toward keeping me employed.

In the 60-70s when cable splice cases(telephone& power) were coming in to use we used a product called “Aqua Seal”(3M?), when closing cases. We(Ma Bell ) got it in tape(2”x12”) and cord(3/8”x 36”).
Flex Seal is “the same “ type.
