A Democratic congressman has proposed convening a special committee of psychiatrists and other doctors whose job would be to determine if President Donald Trump is fit to serve in the Oval Office.
Maryland Rep. Jamie Raskin, who also teaches constitutional law at American University, has predictably failed to attract any Republicans to his banner.
But the U.S. Constitution's 25th Amendment does allow for a majority of the president's cabinet, or 'such other body as Congress may by law provide,' to decide if an Oval Office occupant is unable to carry out his duties – and then to put it to a full congressional vote.
Vice President Mike Pence would also have to agree, which could slow down the process – or speed it up if he wanted the levers of power for himself.

On March 1, 2006, during a Maryland State Senate hearing regarding same-sex marriage, Raskin, speaking as a constitutional law expert, told a lawmaker, "People place their hand on the Bible and swear to uphold the Constitution; they don't put their hand on the Constitution and swear to uphold the Bible."

Ultimately they would have to have two-thirds of both the House and the Senate to actually declare Trump disabled and have him removed - otherwise he stays - when you try to kill the king, you’d better be sure that you kill him - or else.....

It appears they have now turned a few pages and found the 25th Amendment. First, invoking Section 4 of the 25th Amendment would result in VP Pence becoming the Acting President. He would not become President nor would Trump be removed from office. Next, this is an idiotic idea. VP Pence and the Cabinet will not declare President Trump to be disabled.
Message to Democrats: Trump won, he's President, get over it.
Trump would be 100% justified in having Jamie Raskin arrested and put before a military tribunal at GITMO. Raskin is clearly organizing a treasonous conspiracy. As the ring leader he should be declared an enemy combatant and taken into custody.
