Hall told investigators that she does not communicate with the victim. She said she checks on him randomly and determines if he may need something by his facial expressions. Hall also told investigators said that she knows when the victim is hungry because he will chew on his hands. Is she a sociopath? Brain damaged? If she didn't want to care for her son, why didn't she leave him at one of the many facilities that will find a decent home for him?

If it is the same as in GA she gets a bump in her welfare for the kid. There has to be more to it than that, but that may be the story.
