The agent's who lied could still face disciplinary charges. It is probable that they are going to have to testify against him. He's going to hate being asked why he tampered with evidence at a shooting scene. They're going to hate having to tell that they saw what he did and that they lied about it.

My sense is that if he had originally written a report the department would have backed him.

He should have already been brought up on departmental charges, and suspended awaiting the outcome of the hearing. Any law enforcement officer who falsifies documents to cover up their actions is a threat to the security of the department he works for, and a threat to the rest of the officers who work alongside him. There is no way he should have been allowed to remain on duty.

If he had been truthful he probably would have walked. The other four agents are now damaged goods and should at least be fired, if not brought up on lying and obstruction charges. They are useless to their agency because their testimony and work on any future case will be called into question.

HRT does some amazingly brave things, including a recent rescue that got very little publicity, but was extremely dangerous. The problem is that they seem to forget they are law enforcement first. Ruby Ridge is a good example, They established an ROE that on its face was unconstitutional. An ROE, of any kind, is unconstitutional because it improperly removes the government's burden to evaluate every act of force used against a citizen. They could have a major mindset shift and not threaten the safety of the people they are trying to rescue.
