Ever heard of polycarbonate? Almost indestructible. It’s what they make bulletproof glass out of. Why not put a Lexan shield over the top of the panels? The material is clear and used for aircraft canopies so I don’t see how that wouldn’t be an answer along with other engineering details that would prevent access to the panels without actually crossing over the wall.

It would reduce the efficiency and increase the cost quite a bit.
Put the solar panels on the US side.
