Iowa gets 33 percent of its power from wind turbines.

What is the formula behind that number? In layman's terms, please (consumption, production, potential, etc.).

The table at the wiki site implies that it is total electric generation. I suspect Iowa generates more than it uses. It came out to 20,000 gwhr in 2016 and we are way ahead of that this year. Considering the last 3 days of trying to ride a motorcycle and the wind almost making it impossible we might be in for quite a wind power year. It's nice that the wind often blows hardest in the afternoon when demand is up.
