It is similar to the thought process in the CAFE emission standards and forced downsizing of cars.

IN the event of an accident, smaller, lighter cars are more lethal to their occupants than larger, heavier cars, and the statistics have borne that out.

But the environmental “progress” is more important than the lives of people sacrificed to get there.
