People always say that but for me when I say “to be perfectly frank/honest".....

I have a close acquaintance who says that or starts her sentence with "but honestly.....". I have learned that this immediately is a red flag that tells me that she is about to try to convince me of something that is NOT factual in basis....

Good thing for you to have learned about your acquaintance, that is a tell for her then but not universal.
