What a stupid question. The answer is obvious to anyone who is not a sex-crazed rutting animal. The answer is NO. One can be "truly safe from financial extortion" (at least of the pregnancy-based kind) by not having sex with a woman not your wife. Failing that, not having sex with a woman you don't intend to marry and wish to marry.
Only guys who recklessly share their seed need to worry about this kind of financial extortion.
