Your proposal is fine but it is heavy on making the child a pawn in a system of monetary transactions. I don’t buy into that concept.
A child needs so much more than money. He needs love and stability and (preferably two) adults who are always there for him no matter what adult problems they are having with each other.
We really have to get away from the whole notion of children being a burden and trying to figure out a way to shift the burden around to someone else. Yes, it costs money to raise a child, but it also costs time, and love and emotion and fear for their safety and well being. A child is a huge “cost” if you want to look at it that way.
But a child is a blessing. I wish we could look at it that way.
If we could we could get away from abortion and abandonment and all the bad things of the past ... or at least minimize them.

That’s already the system that we have now, it just strictly favors the woman and gives no recourse to the men. You seem pretty fine with defending THAT system.
OK, then have the child taken at birth, put up for adoption, and have BOTH biological parents assessed EQUALLY for child support, with full enforcement mechanisms.
My point is that any measures to discourage premarital pregnancy WILL NOT WORK, unless the woman gets hit TOO.
