It’s a very good question!
It sure seems that way. Boehner and McConnell seem to be playing to lose. They're not comfortable in the majority and have no desire to lead. They'd rather put up a token resistance to evil as the minority and collect their big fat pensions.
And maintain the illusion that voting matters. That is really important, otherwise the public may come to realize that it is not self-governing.
They repeatedly passed an ObamaCare repeal, that Obama vetoed every time. All they have to do is pass the same exact bill yet again... and they refuse to do so.
That’s true, that is also clearly a function, I should have listed it.
I think the GOP was really thrown for quite a loop when it could not get Jeb Bush nominated so that it could purposely lose to Hillary Clinton.
And then it tried pretty darn hard to lose it with Trump as the nominee, but they were unable to engineer that.
Now they are functioning as a roadblock, and as far as I can see they are trying to toss both house of congress back to the demonrats as fast as they can.
I despise the GOP.
