A sub is a metal shell, like a Faraday cage, so I think itd be unaffected. Plus you have a lot of conductive salt water surrounding it serving the same purpose. I would expect a submerged sub would be the safest place during an EMP attack.

It’s true that a metal shell will shield EM radiation, but any antenna will conduct the EM inside where it can fry delicate electronics.
