I’m active in BSA, but I don’t know what Varsity Scouts means. scouting.org website doesn’t help much.

Varsity Scouting is a BSA program for boys age 14-17. It's not limited to LDS Scouts, but they comprise most (all?) of the Varsity units.

For LDS Scouts it generally works like this: they join a troop at age 11. At age 14, they move to a Varsity Team. At age 16, they move to a Venturing Crew.
