The person who wrote this article should be in jail for journalistic malpractice.
The headline is deliberately misleading.
The first sentence is deliberately misleading.
But this is the NY Daily News, a leftist rag written for people incapable of understanding sentences of more than 2 words.
Designed to cause riots in the streets.

The NY Daily News has degenerated from a decent news outlet in years past to a blatant Commie leftist RAG. Not even fit to line a cat litter box. It even has a large section devoted to stories about "immigrant (read: ILLEGAL criminals) rights".

IMMIGRANT RIGHTS GUIDE Undocumented immigrants are finding themselves arrested and detained. Don’t make it easy for ICE. Know your rights. IMMIGRANT RIGHTS: Don’t get ICE-d out — Know your basic rights Not Released (NR) IMMIGRANT RIGHTS: Communities living in fear of Trump’s policies Model and Property Released (MR&PR) IMMIGRANT RIGHTS: Weigh your legal options Model and Property Released (MR&PR) IMMIGRANT RIGHTS: Keep your money safe regardless of status Model and Property Released (MR&PR) IMMIGRANT RIGHTS: College tuition aid 101 Model and Property Released (MR&PR) IMMIGRANT RIGHTS: Health care needn’t be an issue
