I read an article that stated that one of the problems with hardening the grid as a political issue is the fact that there is no specific affected constituency—at least not now, which is truly bizarre as we would all be affected if an EMP explosion went off.
RE TPTB, there was one politician who tried to get this issue the attention it deserved...Roscoe Bartlett, an old-timer and member of Tea Party.
Roscoe an American politician who was U.S. Representative for Maryland’s 6th congressional district, serving from 1993 to 2013. He is a member of the Republican Party and was a member of the Tea Party Caucus. At the end of his tenure in Congress, Bartlett was the second-oldest serving member of the House of Representatives, behind fellow Republican Ralph Hall of Texas.
2 articles highlight the issue and his efforts:

Wish he was still around in D.C. to make noise, but he seems to be living off grid, practicing what he preached.
Is China helping Kim?
How would they build them after a successful EMP?
Who knew?
Agreed. Although I think that 90% of snowflakes would die in a year.
Disabling the grid would kill many more Americans and damage the nation worse than taking out any major city; it would just take longer for them to die.
They have no experience in living off the asphalt.
