The headline is referring to the residents, not the city itself. As someone who spends the business days in Baltimore, I would have to agree with T & L’s assessment.
Seattle isn’t on the list.
Makes me wonder what criteria they used.
Seattle without a doubt is full of some of the ugliest women (and men) on the face of the earth. Without the cute Asians skewing the average, it would easily win hands down.
How is Los Angeles not on this list? Half of the city could easily be mistaken for Tijuana. I have lived in the LA area my whole life and the place has always been mostly a toilet. Only a few parts of LA look nice.
What exactly are they calling ugly? Is it grooming and obesity? Must be. Practically all of these cities have a mixed populace drawn from all over with the exception of Milwaukee, which is heavily German and Slavic, or at least that’s been my impression on the occasions I’ve had to go there. Nothing particularly ugly about Germans or Slavs unless it’s a propensity to stoutness in later years, but heck the whole country is way fatter now than it was even twenty years ago.

Growing up we used to call Baltimore the armpit of the country.
Memphis was once voted most beautiful, quietest, and cleanest city. That was in the 1950’s. In the 50’s blacks were 30% of the population. Now they are around 61%.
