Rather unlikely. Ranting typical of Iranian and Russian proclamations of some “super tech”.

An EMP attack against an unhardened American civilian infrastructure is nothing to sniff at, however.

From what I’ve read, the fatwa against targeting a city with nukes as being “unIslamic” (I think it was Ayatollah Khomenei) is viewed as not applying to a nuke-generated EMP attack against the US.

Based on what the Iranian military has written, I suspect the capability of launching an EMP attack against the US is high on their priority list.

You'll find some info about Iran's efforts to develop EMP weapons in the following. Notice some of the dates. Notice some of the ties between nations.

There's nothing new about the idea of high altitude EMP strikes being used just before nuclear attacks on cities. It's been known for decades. Our American people have been told repeatedly, but they don't listen. Too many of our countrymen have short attention spans and short memories. As one of my high school history teachers told us Baby Boomers when we were teenagers, we're spoiled rotten.
