This is not going far enough. Why not reduce the number of h1b visas? What about the L1 visas? L1 visas are a backdoor entry; all a consulting company needs to do is to open a foreign branch office, hire someone there and bring them over here, to replace Americans on a L1 visa.
Really how about DECREASING the quota 10,000/yr for 8 years. Until it is gone? A slow wean off the crack cheap labor fix.
