That’s correct. Hitler refused to use gas against the Allied armies. That’s probably due to the fact that Hitler was himself gassed in WW I.

So, yes, in that respect Spicer was right. Assad used gas, but Hitler did not. (This assumes that Assad used Sarin gas in the first place.)
