Looks like it was meant as a kind of joke but the island is in need of new people or it will eventually die off. Apparently they need new Canadians but some refugees also show up.
At a quasi-resort town in Arizona I used to live there were Canadians living there up to 6 months a year to get away from the frigid winters in their retirement years. Almost all of them said they would like to stay longer but if they stayed in the USA longer than 6 months their national healthcare plan would be suspended. I guess they have to live and pay taxes in Canada for 6 months of every year for that and maybe US immigration reasons. In speaking with them I couldn’t tell they weren’t American so they blended in easily. Never met one I didn’t like either but that was before we entered into our political civil war here in America. Pre-summer of 2015 when the 2016 election season started.
We could deliver residents at altitude with daily flyovers...
