Garak was played by Andy Robinson (no relation to Jim that I’m aware of), who also played the Scorpio killer in ‘Dirty Harry’.
A lot of people think he never acted again. I know I didn’t recognize him when I saw Charley Varrick until sometime latter after going through the credits. Molly did a number on him in that movie.
