I am an electrician. “conduit” does not come in “spools”. Conduit is thin meyal pipe that wire goes inside of.

More than likely fiber optic conduit that does come in rolls and is installed underground by being pulled in by vibratory plows.

Fiber optic smooth wall innerduct HDPE. Goes underground, most often in trenches or pulled in via horizontal boring. Not used in buildings.

Flexible pvc conduit for fiber optic cable. It comes in rolls, typically not on spools like the actual cable. It is quite likely both were being stored and were involved in the conflagration, from the pics I’ve seen.
