What you noted about in their report about her not being able to unilaterally do the deal is true. And I agree, they should include the information on speaking fees and Clinton Foundation contributions. But she and the state department couldn’t have alone. Other agencies had input and the President had to sign off on it.

Well, she was the Secretary of State, the lead actor . . . with the exception, as you point out, of Obama. It is worthwhile to note that all of the government Agencies mentioned were part of the Executive branch, i.e. under the direction of President.

All of which is true for about every international deal the govt does, but ignores that she was the point man and the recipient of the Russian bribes via the CF and Billyboy's speech fees.
As SoS she certainly could have stopped it, but obviously that was the last thing on her mind.
