The Authorization to Use Military Force granted after 9/11 has no time limit or geographical or political restrictions for military action against terrorists or nations deemed by the President to support terrorism. The SCOTUS has ruled such authorizations to be the constitutional equivalent of a Declaration of War.
Right now any President has carte blanche to do anything regarding what is deemed terrorism anywhere at anytime.

That effectively removes the power to declare war from Congress, and is an argument that should be rejected on its face by anyone who respects the plain text of the Constitution - no matter what a corrupted Supreme Court filled with power-mad tyrants may decide.
