The article indicates they were asked if they were locals, not if they were Americans or legal residents.
There is no reason to request I.D. except there being a promotions for locals.
Weird story a day I can’t imagine asking for I.D. for even a Russian or Chinese National. You’d just give your best service and work for that tip.
