It will probably save money as projected - and you are right, most of those "losing" coverage would be those opting out because the mandate would not be there.

Most of us think it sucks as it stands, but some of us also understand the reality of what it takes to wean people off the government teat - I'd wager that after 2-3 years of the proposed plan, there could be more modifications to disentangle more of government from the system.
