If it is illegal to use a firearm in the city for such purposes, could she legally use a slingshot?

A set of bolas would be easy to make out of 3 good-sized hex nuts and some strong cord.

Most towns and city ordinances ban the discharge of ALL projectile devices and often list bows and arrows,BB and pellet guns, and slingshots right along with firearms.

Unclear in New Jersey. What is a lawful purpose?

2C:39-3. Prohibited Weapons and Devices. e.Certain weapons. Any person who knowingly has in his possession any gravity knife, switchblade knife, dagger, dirk, stiletto, billy, blackjack, metal knuckle, sandclub, slingshot, cestus or similar leather band studded with metal filings or razor blades imbedded in wood, ballistic knife, without any explainable lawful purpose, is guilty of a crime of the fourth degree.
