Since Sessions had recused himself, does this mean he CANNOT investigate this incident because it happened during the campaign?

He recused himself from any investigation into Russia’s role. He did not recuse himself for an investigation of Obama or Hillary.

I think the recusal only applies to the (imaginary) case of ‘Russian tapping and hacking data prior to the election.’
