Maryland remained in the Union because the Lincoln Administration imprisoned the Confederate sympathizers in the state legislature. The Eastern Shore, Baltimore, and southern Maryland were pro-secession, although central and western Maryland were Unionist. Simply stated, the Union needed Maryland to remain loyal, because otherwise, Washington, DC would have to be abandoned, and the capital removed to Philadelphia.
